However, NOL issued a “Clarification on Media Report” stating that “These considerations are preliminary and exploratory in nature. There is no assurance that any definitive transaction for the sale or an IPO of NOL’s logistics business will be conducted.”</p> <p>In the media response NOL also mentioned that they are continually evaluating all available options to improve the strategic positioning and performance of it businesses. If NOL does sell of the the APL <a href="http://www.3plwire.com/logistics-links/">Logistics</a> business unit it would be left to focus on its APL liner business.</p> <p>According to a report on the JOC, APL <a href="http://www.3plwire.com/logistics-links/">Logistics</a> 2nd quarter numbers were well in the black with earnings before interest and taxes up 40 percent on logistics revenues that topped $800 million. Google is apparently developing driverless cars and Amazon.com earlier this year announced future plans to implement a drone delivery service. The latest in the unmanned transportation arena is the announcement by Rolls Royce regarding the possibility of remote controlled ocean container ships to transport cargo across the ocean. Apparently the idea of unmanned container ships has been around for quite sometime, although the technology to bring the concept to a reality is now just available. Definitely an interesting concept and I can see some practical implications including saving costs associated with the crews that are currently needed to navigate these ships. According to an article I recently read, it takes a minimum of 14 people to staff and operate a container ship during its voyage. </p> <p>Obviously one of the largest concerns with a crew-less container ship is dealing with the threat of pirates and other emergency type events that would require physical human interaction to combat. How would the container ship companies protect these ships from pirate attacks? I recently read a <a href="http://www.iata.org/pressroom/pr/Pages/2013-07-30-01.aspx">press release from IATA.org</a> that showed a modest increase in global airfreight volumes.</p> <p>Data release by IATA showed a 1.2 percent increase in global airfreight volumes in June compared to the same time period last year. Although the growth is weak, it marks an improvement over the 0.9 percent growth shown in May and the 0.1 percent growth through the first half of the year. Most of that growth was realized by European carriers while carriers in the Asia-Pacific and US realized declines of 1.8 percent and 1.2 percent respectively.</p> <blockquote><p><strong>Via Iata.org:</strong></p> <p><span style="color: #000080;">“It’s too early to tell if June was a positive turning point after 18 months of stagnation. Air freight volumes are at their highest since mid-2011, but that good news needs to be tempered with a dose of reality. The topic of PSS during my contract negotiations this past April was an interesting one in that many of my carriers were willing to add a no PSS clause into our contracts. Prior year’s contract negotiations were much more difficult with many carriers, at a minimum, insisting on a mutual PSS clause in our contract language as many of the carriers were looking to recuperate previous losses.</p> <p>Recently, many carriers and OTI’s have issued notice of Peak Season Surcharges somewhere in the neighborhood of the following with an effective date of August 1, 2013:</p> <p><strong>Dry Containers – Transpacific Eastbound Trade Lane</strong></p> <p><strong>20′</strong> – $320<br /> <strong>40′</strong> – $400<br /> <strong>40′ HC</strong> – $450</p> <p>It will be interesting to see how vessel space is over the coming months as peak shifts into full gear. I recently read an article on the JOC regarding the state of the US economic recovery which basically stated that the recent recovery has not brought as much container volume growth as expected. The article references a report by Jefferies, a global investment banking firm, that indicated that US container volume growth during first half of 2013 tracked well below retail sales indicating that exports from Asia have decreased due to various factors including less outsourcing of manufacturing to Asia and an increase in near-sourcing.</p> <p>Import container growth, which was forecasted to come in roughly at 4 percent, is only tracking at 2.1 percent year over year versus a retail sales growth of 4.8 percent year over year for the first half of 2013.</p> <p>With import container growth coming in below forecast, it will be interesting to see how successful the carriers are at implementing PSS and managing space as we head into the next few months. This new tax policy has been issued jointly by the Ministry of Finance (MOF) and the State Administration of Taxation (SAT) of the People’s Republic of China (PRC).</p> <p>The new policy which replace the previous policy issued this past January will go into effect on August 1, 2013 and calls for a VAT of 6% which will be levied on top of freight and charges currently payable in China.</p> <p>If you have any question in regards to how the new policy will affect your company, contact your local logistics provider directly. The new initiative aimed at increasing factory and worker safety calls for 100 percent inspections of all member factories within the first year, common safety standards to be developed within the next three months; inspections results […]]]></description> <content:encoded><![CDATA[<p><a href="http://www.bangladeshworkersafety.org/news/alliance-of-leading-retailers-join-forces">An alliance of 17 North American retailers has been formed to improve factory safety conditions for workers in Bangladesh. </a>The new initiative aimed at increasing factory and worker safety calls for 100 percent inspections of all member factories within the first year, common safety standards to be developed within the next three months; inspections results that are transparently shared; and that all alliance factories actively support the democratic election and successful operation of Worker Participation Committees (WPC) at each factory.</p> <p>The initiative tackles the most pressing challenges identified within the country’s rapidly expanded garment manufacturing industry, with specific and measurable actions, including:</p> <p><strong>Factory Inspections and Safety Commitment:</strong> Within one year, 100 percent of all factories that conduct work with an alliance member will be inspected. Members have agreed to work only with factories that ensure a safe working environment, and as a result, all have committed to refusing to source from any factory the member determines is unsafe.</p> <p><strong>Establishing Common Safety Standards for Factories:</strong> To work with “one voice,” common safety standards will be developed and in place by October of this year. Members of the alliance will share inspection results, following the adoption of the Alliance Fire and Building Safety Standards. Inspection results will be shared anonymously through an independent organization, the Fair Factories Clearinghouse, so that factories with dangerous safety conditions are immediately identified; these findings are transparently communicated to factory owners, workers and the government; and problems quickly addressed.</p> <p><strong>Worker Training:</strong> Ensures ongoing, mandatory training and education for factory workers and managers, and that all alliance factories actively support the democratic election and successful operation of Worker Participation Committees at each factory. These committees provide a forum for workers to raise safety and workplace concerns without fear of retaliation.</p> <p><strong>Worker Voice:</strong> To further empower workers, an anonymous worker hotline will be established by November of this year that will use mobile technology and be administered by a third party.</p> <p><strong>Oversight of Alliance:</strong> To govern the alliance and ensure the retailer members follow through on their commitments, a nine-member Board of Directors has been established. The makeup of the board provides an independent level of review, with four retailers, four stakeholders who provide specific expertise, and an independent board chair. The chair is expected to be named within the next few weeks.</p> <p><strong>Semi-annual Progress Reports:</strong> To ensure accountability and given the specific deadlines put forward by the alliance, the Board of Directors will make public semi-annual progress reports of the alliance programs against the objectives of the initiative. In addition, the alliance has asked Senators Mitchell and Snowe to provide independent verification of the program’s effectiveness over at least the first two years.</p> <p><strong>Program Funding:</strong> Each member of the alliance contributes a specific amount to support the initiative. The amount is based upon the amount of production each company has in the country, with companies with the higher levels of production paying $1 million a year for five years. Currently, the alliance safety fund is $42 million and growing, and the alliance will designate 10 percent of the fund to assist workers temporarily displaced by factory improvements or in the event of a factory closure for safety reasons. The funds also will support the selected non-governmental organization (NGO) that will implement components of the program. The NGO will be on the ground in Bangladesh and will be selected within the next 30 days.</p> <p><strong>Supporting Improvements at Factories:</strong> Collectively, individual retailers have committed over $100 million in funding for low-interest loans and affordable access to capital in order to ensure repairs at factories they work with are made in a timely manner.</p> <p><strong>Increased Involvement with the Bangladeshi Government:</strong> Using the collective power of the industry, the alliance is also committed to forging a stronger partnership with the Bangladeshi government to ensure lasting infrastructure and industry improvements are realized in order for the industry to continue to thrive. The alliance will work with the government of Bangladesh and its industry groups, worker rights organizations and others who support safer factory working conditions to coordinate the initiative’s activities with the National Tripartite Plan of Action (NAP) on Fire Safety for the RMG Sector in Bangladesh.</p> <p>Members of the alliance include; Canadian Tire Corporation, Limited; Carter’s Inc.; The Children’s Place Retail Stores Inc.; Gap Inc.; Hudson’s Bay Company; IFG Corp.; J.C.
